Thanks all for comments!
Indeed there is plenty of food. These ponies (as well as a herd of
galloways) are there in the dunes to reduce excessive growth of weeds
and trees due to increased nitrogen emissions.

Apart from the aforementioned unicornisation, I can't see any obvious route for improvement.  Those are exceptionally mature dunes.
