Yes, mussel farms they use small trees or branches to mark the mussel banks

The cormorant has a damaged left eye, right on the photo, which is probably
fatal.

I see two mastlike things that look like they re attached to the boat to
me.. are you saying the boad is in front of them?  when I stare at the
photo for a while
(adjusting my eyes) I can se things that look like pencil marks in the
background.  but the tall things with nets hanging from them look like
they are on the boat.. and they are not small - they are huge.   aren't
thse masts?  Looks like Dan thought so too..  but then we both have
glaucoma.

The two mast like things are… masts, as you say.

In the background, on the horizon line, such as it is, are the no-longer-mysterious things that look like pencil marks.

I didn't see them the first time I looked, but beyond the boat is a row of tree
like thingys sticking out of the water. Long slender trunks with tiny fans of
branches at the top.

They're kind of faint & low contrast and you'll miss them if you just look at
the boat.

Thanks, yes thats actually one european golden plover in a group of
bar-tailed godwits (I had to google the translations). Nikon P950
@2000mm.
