You still can at the Detroit Metro airport - a free parking lot was opened a few years ago to park and wait for arriving passengers. It happens to be directly inline with several runways

One used to be able to go to a location under the departure or landing
pattern of a major civilian airport or even a military airbase, watch the
planes, and even take images. Now, that will get one on the no fly list,
and possible indicted.

a number of dedicated holes in the fence, just big enough to stick a
lens through.

RDU airport has an observation deck (actually two of them but most people don't
know about the upstairs lounge in General Aviation "terminal")

The main one now has restricted views because the NC Department of
Transportation built their facility right down in front of the observation deck.

The building you can see across the runway is the RDU maintenance building.

Behind it is the North Carolina Army National Guard Armory where I spent the
majority of my career.

I don't think y'all can zoom in enough to see it, but you can just barely see
the front of AASF #1 on the left behind the RDU maintenance building

The main observation deck gets the most traffic (because it faces the longer
runway), but the best views are blocked the the NCDOT facility. The General
Aviation observation deck has better views (along with an air conditioned lounge
& a snack bar), but there's not as much traffic.

You can photograph from the flight path for either runway, but there's no place
to park, so you have to walk carrying your equipment for quite a long way to get
into position.

Airport police may stop and ask what you're doing, but seem to understand
aviation buffs plane spotting ... and it's a lot easier since I've gone digital,
'cause I can show them the little TV screen on the back of the camera.
