I'm trying to decide what workflow is best. Currently a mix of Topaz
PhotoAI, DenoiseAI, SharpenAI and DxO Photolab

PhotoAI is really a no brainer, fast and integrates smoothly in LR. DxO
does an excellent job except sharpening which makes DxO and SharpenAI a
killer combo

I've switched from LR to ON1 Photo RAW, about two years ago. I'm
currently on the 2023 version and I'm happy with the results. The
denoise function in ON1 works wonders on RAW files and even more so on
film scans.
I also have DxO PL6 but I've found I rarely use it and I don't think
I'll upgrade it any further.

What sharpening if any have you applied in LR here as your first step?
I noticed that considerable improvement in sharpness can be obtained with
Affinity Photo after processing in LR.
LR and Photoshop are now staying behind in sharpness and noise reduction
properties compared to these other programs.

No sharpening in lr. The photoai and dxo plugins work on the original raw
files. In these workflows lr is used for file management and post
processing (for that lr is excellent) they export another dng file. You
could drop lr completely.

That sounds far more complex than my own workflow. Most everything I've posted marked as a PESO is captured with whatever camera (currently Leica CL, Leica M10-M, or Light L16 on the digital side, and even when I'm shooting film my capture process is a copy camera technique with the Leica CL or M10-M now). I transfer directly into Lightroom Classic.
The Light L16 adds another step: From camera to the dedicated app "Lumen" for initial minor adjustment and output to DNG format, and into LR Classic. Then...
I only rarely do any input sharpening .. in some cases I reduce sharpening to soften highlight transitions … what comes out of the cameras is usually sharp enough if I got the focus right. Depending on what output products are required, I might do a little output sharpening if the output image sizing pushes the desired look off the mark.
Most of the other minor adjustments that might be made deal with scene issues to blend transitions, fix flaws (like dust on a negative), or suppress unnecessary detail.
And that's about it.
I have also been testing using Apple's "Photos" app in combination with Gentlemen Coders "RAW Power". Photos provides the overall organizational tools, RAW Power gives access to image processing functionality in the underlying libraries that is a bit less automated and more explicit to what I might want to do. The workflow is nearly the same, just different apps, and the image results are nearly indistinguishable. The nice part about this app set is that it runs on macOS, iOS, and iPadOS so I can use it everywhere, and there's no monthly subscription fee.
I've tested bunches of other image processing apps and not seen much one way or another that net me an advantage.
