A common (but still, strictly, illegal) route travelled here in the UK is to use vinyl letters stuck directly to whatever part of the bodywork is best suited. Usually, this means that the "plate" is less than flat and often way off the vertical (hence the illegality) but if it is legible there seems to be little issue.
I don't know how that would work with USA style plates but a vinyl specialist might be a first port of call.

A License Plate Wrap is kinda like the UK vinyl letter solution, but you can get one officially blessed by CA DMV. The problem is that they are the same size and shape as the metal license plate ... and there are few places to fit that on the front of the Fulvia models (pre-1968) that shipped without a front bumper.
I've driven the car over 9000 miles on public roads in CA since 2022, and no policeperson has batted an eye at the lack of a front plate so far. I'll keep an eye out for a workable solution, but I don't think it's much of an issue.

Never ceases to amaze me that people here will buy a ~£60,000 car and slap a tatty bit of vinyl on it.
