For some reason all of my scanned film images will only show up the
thumbnails on this computer.
The files are 4053x2680 DNG (TIFF?) files created with VueScan 9 64-bit
using a Nikon CoolscanIV saved natively as DNG by Viewscan.
I have them stored on my home-built file server. I have a second copy on
my NAS box and they show up the same way
When I try to look at them using either "photos"(the Windows 10 photos
app), FastStone Image Viewer or IrfanView64 they show up as 242x164x24
BPP 29.2MB images. "Info" from FastStone & IrfanView both have the
correct image size, but both just open the thumbnail.
I also tried copying the images to the local hard-drive, but I only get
the thumbnails copied.
The digital images from my cameras show up at full size. So far it's
only affecting the DNG files I created in scanning slides & negatives.
I think this might be a Windows 10 problem.
I checked them using my Photoshop computer which is still running
Windows 7 and they show up full size in Bridge, Camera Raw, Photoshop &
IrfanView 64.
FastStone Image Viewer did show the same thumbnail sized images on the
Windows 7 computer.

Your description of the problem seems eerily similar to what happened on my old Mac Mini when the I/o controller chip began to draw its last breaths.
The repair was getting a new Mac Mini. I never could recover most of the full-size images (I had erased the cards).

The full size images are still there on the file server. This computer
just doesn't display them. If I go into the other room and pull them up
on my Photoshop computer they display full size.
Plus, I can't quite figure out why it's only the scanned film images?
The DNGs from my Pentax cameras show up full size on this computer. It's
just the DNGs of the scanned film that is affected.
