I can give you the real reason exclusively.
It's because Mr. Jagland has an urge to meet Obama. So far Obama has
turned him down. Now Jagland is trying to bride him over with
10.000.000 SEK

Do I need to put a smilie here? Probably, this is after all the list
of wisdom and intelligence ;-)
