In camera flsh comp. Does it affect the on board or external

Tried taking a few shots of a 10 month old child at the farm
yesterday, with the 360 attached as fill, strong back light. I had it
dialed in at -1.5 and -2.0, but was not getting what i wanted. Just on
a lark, i went into the Fn directory and dialed in -07 comp in the
camera. I got a more pleasing photo from this.

I assumed this in camera adjustment was more for the pop up flash.

Hyp P in Tv ,mode and the 16-45 with ISO of 250, if that matters.
Was i wrong to assume that. Does it work together with the flash heads
like the 360 and 540.
