Yes, it's just a semantic difference. Resizing is ambiguous as to  
whether you're upsampling (interpolating to a larger matrix) or  
downsampling (interpolating to a smaller matrix). The direction of  
interpolation can change the methodology you use to resize vis-a-vis  
the quality of the resultant image.
